1.Recruitment theme
1-1.Background and purpose of the recruitment theme
- Sports offer a variety of forms of value in local communities (economic value such as tourism demand and job creation, and social value such as instilling residents with pride in their area). Sports leagues, clubs, and other such organizations, which are the core of the sports industry, are faced with the challenge of further expanding their revenues.
- In the Western sports industry, even during the COVID-19 pandemic, new services utilizing data and digital technologies, including Web 3.0, are being developed, and are increasing revenues through transformed business models. Amidst this, there is shared recognition among both the public and private sectors that the Japanese sports industry should promote efforts for environment improvement and market expansion to keep up with global trends.
- In the domestic development of new services utilizing data and digital technology, licensing rights among sports leagues, clubs, and athletes are not always organized. Moreover, in some sports, there is often no umbrella organization, such as a players’ association, making it difficult to pay licensing fees according to the complicated conditions of players and clubs. This results in obstruction of the secondary commercial use market, which is the key to increasing revenue for sports leagues and clubs.
1-2.Related past initiatives and remaining issues
- In order to promote and develop new services in the sports field, it is necessary to organize rules concerning rights in cooperation with sports leagues and other such entities, as the above-mentioned issues specific to the sports field, such as rights-related issues, are barriers.
- In addition, even after such rules are organized, it is difficult to pay licensing fees in accordance with complicated conditions, so it is necessary to establish a scheme to simplify payments, thereby stimulating the use of services.
1-3.Pilot project overview
- Conduct a pilot project for the formulation of smart contracts for licensing rights using Web 3.0 technology, after clarifying the rules for the use of licensing rights, in order to stimulate the secondary commercial use market in sports leagues, clubs, and other such organizations.
